Turn this:
Into this:
1. Open up your image. I'm going to use this:
2. Duplicate your base layer once and set it on screen at 28%
3. Duplicate your base layer once more and drag it on top of all your other layers.
Set this layer on soft light at 100%
4. Now create a new layer, and fill it with the colour #0059A4 and set it on
soft light at 100%
And you're done!
